He is believed to be on the radar of Premier League defending champions Chelsea, who have a track record of stocking up highly-rated youngsters.
The Mirror suggested that the Gunners have already sent a scout to run the rule over San Vicente earlier back in September.
However, the Premier League giants face competition from El Classico giants Barcelona and Real Madrid to secure his signature.
Serie A giants Juventus are also tracking developments.
San Vicente has drawn comparisons to La Liga giants centre-back Gerrard Pique following the same style of play.
Meanwhile, Arsenal are planning to offer a new four-year deal to Jack Wilshere.
The 25-year–old midfielder has less than nine months left on his current deal and Wenger ready to reward him with a new contract.
