The Gunners are pushing ahead with their transfer plans despite being without a manager after the departure of Arsene Wenger.
The North London club are seeking a new manager and host of head-coach have been linked with a potential move to the Emirates Stadium.
Turkey international Under is believed to be top of Arsenal radar since the January transfer window.
According to Italian outlet Tuttomercato, Italian giants have this week rejected a £26m advance from the Gunners for their forward.
Monaco also believed to be interested in securing the services of Under and made an approach for his signature.
Tuttomercato claim Roma are demanding £43.8m deal for Turkish wonderkid and are not willing to negotiate for anything less.
Roma are under no pressure to sell Under, who joined them from Turkish side Basaksehir last year.
The 20-year-old Under has played 32 games for Roma this campaign and was a key member of their Champions League squad that surprisingly reached the semi-finals.
The report claims that Italian giants are working on offering the starlet a new deal until 2023, which would all-but secure his future at Stadio Olimpico.
